GD "NCM" - Fundamental metrology

The basic obligations of the Directorate General “National Centre of Metrology" (DG “NCM”) are to establish and develop the national measurement standards, ensure traceability of the national measurement standards to the international measurement standards or to measurement standards of Member States of the Meter Convention, disseminate units of measurements, perform calibration and comparisons. The total number of staff is 63.

Structure

Activities

  • Creates, stores and develops the national measurement standards;
  • Ensures traceability to international standards or standards owned by state-members of Metre Convention;
  • Organizes and participates in international comparisons;
  • Distributes by calibration the units of the national standards to the subsequent by accuracy standards in the country;
  • Perform or organizes certification of reference materials and coordinates the fulfilment of the National programme for system development;
  • Perform measurements and metrology investigations and offers consultations;
  • Executes the requirements of CIPM, MRA;
  • Participates in working groups and projects of CIPM, EURAMET and COOMET.

National standards Bulgaria

The priorities in the work of BIM in the sphere of the fundamental metrology are determined in “The long-term programme for development of the national measurement standards in Republic of Bulgaria for the period 2004 –2010”, approved by resolution of the Council of ministers.

By fulfilment of the Programme, essential improvements are realized concerning the national standards and the working conditions in the national standard laboratories. There is a plan for construction of a new national metrology building

In 1911 were delivered the first two measurement standards in the country – meter and kilogram. The number of the national primary standards grows up and at the end of 1988 they are 53. After 2000 starts modernization and updating of the national and primary standards by financial support of different programmes, mostly by PHARE (69 %). Till the moment is delivered equipment for about 7 millions BGN for the sectors: mass, solidity, power, pressure, electricity, chemistry, ionizing radiation, time and frequency, optics, temperature, acoustics and length.

 

Traceability of measurements


Assured traceability to SI: BIM-NCM ensures traceability to units of SI by comparisons of primary standards and by calibration of standards in BIPM and other metrology institutes on the base of yearly planning.

 

Dissemination of the units in the country


BIM is the only metrology institute in Bulgaria. DG NCM ensures the traceability for the metrology infrastructure in the country – for accredited laboratories, laboratories in the legal metrology, enterprises and organizations from strategic sectors of the economy and other. BIM’s policy is to support consolidation of the accredited laboratories network by transferring the calibration of the low level measurement standards and measuring instruments to the accredited laboratories and by this discharge the laboratory potential for science activities and knowledge dissemination.
