VNIIMS performs its activity in accordance with legislation, regulations and legal acts of the Russian Federation. Institute’s undertakings are based on implementation of the Federal Law «On Assurance of Measurement Uniformity». The Law is aimed at protection of the rights and legal interests of the citizens, set up by the law order and economy of the Russian Federation from negative consequences of false results of measurements; harmonization of basic principles and provisions of domestic legislation with international practice of Legal metrology. The key task of VNIIMS is to keep research and setting up the State policy in the field of Assurance of Measurement Uniformity in the Russian Federation (Legislation, Legal Acts, and Programmes of National Standardization), establishing advanced metrological infrastructure in Russia.


The main directions of VNIIMS activities are:

legal metrology;

fundamental metrology including researches of creating and maintenance of measurement standards;

applied (industrial) metrology;

international cooperation in the field of metrology.


As a Measuring Standards Centre VNIIMS conducts basic and applied research to create a new generation of standards.


VNIIMS fulfils functions of the Scientific and Methodological Centre of the Russian Calibration System and Certification System of measuring instruments, functions of the head organization of the Federal Agency for Technical Regulation and Metrology (Rosstandart) in the area of international cooperation, centre for specialists training and information centre in the field of metrology.

The provision of legal metrology is one of the priorities of VNIIMS as the leading scientific organization in these issues and in the development of standardization of metrological assurance. The contents and focus of this work are determined by a well-known principle i.e., effectiveness of the mandatory metrological requirements, rules, regulations, guides and other standards and normative documents directly depends on their legal study. With the beginning of the era of economic and other reforms in the country significance and scope of enforcement of legal metrology have increased significantly.
