Federal Agency on Technical Regulating and Metrology (Rosstandart) is included in the system of federal executive bodies of the Russian Federation and is under jurisdiction of Ministry of Industry and Trade of the Russian Federation.

 

Rosstandart is the federal executive body that realizes the functions on rendering state services, administration of public estate in the field of technical regulating and metrology. Rosstandart carries out the licensing of activity with respect to manufacture and maintenance of measurement instrumentation and also implements the functions on the state metrological control and supervision until there are changes in the Russian Federation legislation. Federal Agency also controls and supervises the compliance of mandatory requirements of state standards and technical regulations until the Government of the Russian Federation makes the decision on delegating these functions to other federal executive authority.

 

Rosstandart acts directly through its territorial bodies and organizations under its jurisdiction. It was formed by Decree No. 649, dated May 20, 2004, of the President of the Russian Federation “Issues of Federal Executive Bodies Structure”.

 

The State Metrology Service is a subsidiary of Rosstandart, which incorporates state scientific research metrological institutes and local metrology departments of different regions of Russia (centres for standardisation, certification and metrology).

 

Rosstandart coordinates the work of the following:

  • State Service of Time and Frequency and Determination of the Earth Rotation Parameters (SSTF),
  • State Service of Reference Materials of the Composition and Properties of Substances and Materials (SSRM);
  • State Service of Standard Reference Data of Physical Constants and Properties of Substances and Materials (SSSRD).

Rostechregulirovanie carries out state metrological surveillance and control over measuring instruments.

 

State metrology control covers the following:

  • Type approval of measuring instruments;
  • Verification of measuring instruments;
  • Licensing of the activities pertaining to manufacture and maintenance of measuring instruments by egal and natural persons.

 

State metrology surveillance is carried out over the following:

  • Manufacture, maintenance and application of measuring instruments; certified measuring procedures; measurement standards; compliance with metrological norms and directives;
  • Amount of goods excepted from commercial transactions;
  • Amount of goods in any type of packages in manufacture and trade.

According to the order of Ministry of industry ans energy № 208 of 30.08.2006 the Provision on the Council for the legal and applied metrology by the Ministy of industry and enegry of Russian Federation.

 

International cooperation in the field of metrology is performed with the following organisations:

  • International Organisation of Legal Metrology (OIML);
  • International Bureau of Weights and Measures (BIPM);
  • International Committee of Weights and Measures (CIPM) and its' Consultative Committees;
  • Euro-Asian Cooperation of National Metrological Institutions (COOMET);
  • Asia-Pacific Legal Metrology Forum (APLMF);
  • Interstate Council for Standardisation, Metrology and Certification (EASC);
  • Other international and regional organisations.

The main directions in the sphere of international cooperation are

  • participation and representation of Russia in the activities of international and (regional) organizations for standardization, metrology and certification;
  • assurance of Russian leading positions in the intergovernmental standardisation, metrology and certification in the framework of CIS;
  • assurance of Russian membership in WTO;
  • harmonization of Russian national standards, rules and procedures of conformity assessment of products and to the internationally recognized standardsm rules and procedures;
  • protection of national interests and assurance of national security;
  • increasing of competitiveness of domestic products, extension of export of products and services and volumes of import substitution;
  • carrying of international obligations and rise of Russian influence worldwide.

 

Metrology institutes of Russian Federation actively collaborate with national metrology centres of Germany, the USA, the United Kingdom, Slovakia, Japan, France, Korea, China, India, Belarus, Ukraine, Lithuania, etc.

 

A good deal of activity regarding the development, improvement, maintenance and use of national measurement standards, as well as research in the field of metrology including elaboration of normative documents of GSI is carried out by Metrology Institutes of Rostechregulirovanie. The majority of these institutes is specialised in specific fields of measurements and accredited as state test centres of measuring instruments and verification centres, as bodies on voluntary certification of measuring instruments and at the same time authorised to perform accreditation in the Russian System of Calibration (RSC).
