24th meeting of COOMET Presidential Council (26-28 of November 2019, Tbilisi, Georgia)

24th meeting of COOMET Presidential Council was held in GEOSTM (Tbilisi, Georgia) on 26-28 of November 2019.


Members of COOMET Presidential Council from 5 COOMET member-countries (Belarus, Georgia, Germany, Russia and Ukraine), Chairperson of COOMET Joint Committee for Measurement Standards and representatives of COOMET National Secretariats took part in the meeting.


The following main results of the meeting should be noted:

  • it was decided to prepare a draft COOMET Strategy for 2020-2025 and a Roadmap for its implementation; the draft Mission and Vision of COOMET were approved: these documents will be submitted for approval at the 30th COOMET Committee meeting in April 2020 (a seminar will be held ahead of the meeting for discussion of the COOMET Strategy and possible fields of joint scientific research);
  • Final report "Status and Perspectives of COOMET", prepared under the External Assessment performed at the initiative of PTB (Germany), will be presented to COOMET Committee members at the 30th COOMET Committee meeting, and a preliminary discussion of the issue of appropriateness of changing the institutional status of COOMET and its possible forms will be arranged;
  • a draft COOMET Development Program for 2020-2022 and draft amendments to the COOMET Memorandum of Understanding were adopted;
  • COOMET structure was refined (in terms of a number of subcommittees within TC 1.4, TC 1.8 and TC 3.1);
  • updated draft COOMET Document D5 "Model Regulations for COOMET Structural Bodies" was adopted; following its approval at the 30th COOMET Committee meeting the Chairpersons of COOMET structural bodies will update the Regulations on these bodies;
  • the membership of COOMET Appeal Board for the issues of comparisons of national measurement standards and CMC data review was refined;
  • proposals on preparation of a COOMET Roadmap for the implementation of resolutions related to the redefinition of SI base units were considered and adopted together with proposals on preparation of a COOMET Recommendation on traceability of measurements/measurement standards in COOMET and update of COOMET Recommendation R/GM/15:2007 "Rules of Completing the Form of Calibration Certificates Issued by National Metrology Institutes within the CIPM MRA" in connection with making amendments to CIPM MRA D-02 "Use of the CIPM MRA logo" (discussion of these issues will continue within COOMET Joint Committee for Measurement Standards);
  • COOMET Program of Comparisons was approved and signed by COOMET President (as of 27 November 2019);
  • it was decided to update memberships of groups of technical experts on CMS review (by types of measurements) and the list of COOMET technical experts on peer reviews of QMS of COOMET NMIs and DIs;
  • it was decided to hold in April 2020 at the premises of BelGIM (Minsk, Belarus) a COOMET seminar on the issues, related to the new platform KCDB 2.0, for Chairpersons of COOMET Technical Committees and technical experts on CMC review;
  • updated draft COOMET Recommendation R/GM/18 "Procedure of the International Competition "The Best Young Metrologist of COOMET" was adopted;
  • it was decided to carry out in 2020 an inspection of the scientific and technical level of COOMET publications prepared by COOMET structural bodies (JCMS, TC 1.1 – TC 1.12, TC2, TC4) and to prepare schedules for updating COOMET publications (as required);
  • COOMET proposals to the Action Plan for cooperation between COOMET and EURAMET for 2020 were discussed and adopted, which were prepared in elaboration of the previously signed Memorandum of Understanding between COOMET and EURAMET.

The current situation of activities of COOMET structural bodies was considered during the meeting, inter alia in terms of implementation of the CIPM MRA (CMC data review, comparisons of national measurement standards, peer review of quality management systems of COOMET NMIs and DIs etc.), concerning the issues of reference materials, legal metrology, information and training. Presidential Council members considered the issues of appointment and extension of the terms of office of the Chairpersons of some Technical Committees and Subcommittees, as well as requests for giving the distinguished title of "Honorary Metrologist of COOMET".

The 25th COOMET Presidential Council meeting will be held in November 2020 in Germany.
