TC 1.12 Reference Materials


One of the principal fields of cooperation within COOMET- the production and use of certified reference materials for composition and properties of substances and materials – was included in the first version of COOMET Memorandum of Understanding during the period of its development in 1999.


Now the members of TC 1.12 “Reference Materials” are Contact Persons from 17 COOMET member-countries Armenia, Azerbaijan, Belarus, Bulgaria, Cuba, DPR of Korea, Georgia, Germany, Kazakhstan, Kyrgyzstan, Lithuania, Moldova, Romania, Russia, Slovakia, Ukraine and Uzbekistan.

Objectives of CRM cooperation:

  • to ensure the uniformity of measurements of composition and properties of substances and materials during their tests and evaluation of quality levels in the sphere of production, trade, scientific research and other fields of activity of COOMET member-countries, based on CRM use.

  • to agree upon the norms and regulations of national metrological services, establishing the requirements for CRMs, the procedure of their validation and use in the activities on ensuring the uniformity of measurements; their harmonization with the activity of international and regional organization in this area of works;

  • to develop recommendations on CRM use for the implementation of the Mutual Recognition Arrangement for the mutual recognition of national measurement standards and of calibration and measurement certificates issued by national metrology institutes, including the acceptance of certified reference materials in the Appendix C of the Arrangement;

  • to improve the quality of substances and materials, produced in the countries, to provide conditions for the development of export and import.


The key tasks, content and working procedure in the cooperation of specialists from COOMET member-countries in the subject-field “Reference Materials” are laid down in Regulations of TC 1.12 “RMs”
