TC 4 meeting in 2022

The 19th meeting of TC 4 was held on 1 December 2022 online. Specialists from 9 COOMET member countries (Azerbaijan, Belarus, Kazakhstan, China, Cuba, Kyrgyzstan, Russia, Tajikistan, Uzbekistan) took part in the meeting.

 

The following issues were considered during the meeting:

- brief report about the activities of TC 4 in 2021-2022;

- state of the COOMET information resources and appointment of the Chair of SC 4.2 "COOMET Information Resources";

- implementation of the TC 4 Work Program for 2021-2023 in view of the COOMET Development Program for 2020-2022 (in the area of responsibility of TC 4), inter alia in terms of update of COOMET publications;

- preparations for the X International Competition "Best Young Metrologist-2023";

- COOMET activities within the framework of the BIPM e-learning platform etc.

 

The meeting participants discussed approaches to the preparation of an internal COOMET procedure for the assessment of training needs and planning of training activities within COOMET, as well as to the monitoring of participation of representatives of member countries in seminars and traineeships. A draft of the corresponding COOMET recommendation will be presented at the next TC 4 meeting.

Head of COOMET Secretariat N.Liakhova presented a draft Plan of COOMET training activities for 2023-2024, prepared in view of the proposals received by the Secretariat from structural bodies and NMIs of member countries.

It was agreed to launch a COOMET project on drawing up a list of fundamental documents on metrology of international metrology organizations, requiring translations into Russian (coordinator – VNIIMS, Russia).

 

SC 4.3 Chair E.Kozmina (Russia) spoke about the preparations for the X International Competition "Best Young Metrologist-2023" (which will take place on 14 to 16 June 2023 in Yekaterinburg, Russia).

 

Updated draft publications were presented and discussed: recommendation COOMET R/IT/24 "Educational programs and practical training programs of experts of National Metrological Institutes cooperating in COOMET" (project 860/RU/22) and recommendation COOMET R/IT/27 "Procedure for preparing certificates of training, study visits and up-skilling within the framework of CООМЕТ" (project 861/BY/22).

It was agreed than an updated version of document CООМЕТ D11/2016 "The Procedure of Using the COOMET Logo" would be presented at the next TC 4 meeting.

 

 

As part of discussion of COOMET activities on the BIPM e-learning platform, a draft COOMET recommendation was presented "Rules for creation, approval and update of COOMET courses on the BIPM e-learning platform. Monitoring and satisfaction assessment for participation in COOMET courses" (prepared by specialists of KazStandard and COOMET Secretariat). The possible topics of COOMET training courses on behalf of TC 4 were discussed, along with the issues of collaboration with CSBs in terms of course creation.

Given that the COOMET website (www.coomet.org) administration was transferred from VNIIFTRI to VNIIM, TC 4 members supported the proposal to appoint I. Krasavin a new Chair of SC 4.2 "COOMET Informational Resources". The issue will further be submitted to the Presidential Council for adoption and to the COOMET Committee for approval in 2023.

In view of the absence of proposals from countries on the candidates for Chairs of TC 4  and SC 4.1 "Capacity building in training and knowledge transfer", the elections were postponed to year 2023. Head of COOMET Secretariat will continue to act as the TC 4 Chair; M.Yunusov, Uzbekistan will provide assistance in coordinating the activities on the BIPM CBKT program.

The next TC 4 meeting is scheduled for October 2023 to be held in Uzbekistan.
