The Metre Convention is a diplomatic treaty, signed on 20 May 1875 in Paris for the purpose of ensuring the international unity of measurements. The Meter Convention accepted the Metric System foregoing the current International system of units, SI, based on the natural phenomena and sources. Nowadays, main tasks of the Bureau International des Poids et Mesures (BIPM) are related to the maintenance of the international measurement standards, organization of international comparisons and calibration of national standards of the Convention member states. Bulgaria has signed the Metre convention since 1911.

National Center of Metrology (NCM) is one of the 39-th institutes which have signed the Mutual Recognition Arrangement of national measurement standards and of certificates of calibration and measurement, issued by the national metrology institutes on 14 October 1999. The philosophy of theArrangement is: „Once measured - everywhere recognized”.

Additionally to the existing OIML Certification system is establishеd Mutual Acceptance Arrangement, which considers type approval in accordance with OIML requirements. The purpose is the participants in the Arrangement to accept and use the test protocols accompanied with OIML certificates for conformity. The Arrangement is a framework and is realized by instrument-specific Declarations of Mutual Confidence for measuring instruments, included in the OIML certification system.
