The 24th online meeting of the COOMET Joint Committee for Measurement Standards (JCMS) was held on 13 April 2023, at which Chairs of COOMET Technical Committees by the types of measurements or their representatives took part.

The meeting participants were informed of the CIPM decisions and resolutions of the 46^th JCRB meeting (15 to 16 March 2023). In particular, the JCRB initiative was discussed to assign an identifier to each CMC entry, published in KCDB 2.0; special attention was given to the positive aspects of using these identifiers by interested users to search CMCs, as well as to the preparation of possible recommendations on using identifiers in NMIs of COOMET member countries on the part of COOMET in the future.

Ongoing issues of the CIPM MRA implementation, and corrective actions, carried out by COOMET structural bodies to complete stuck and long-lasting COOMET comparisons, were discussed at the meeting.

The meeting participants discussed the implementation of the COOMET Program of Comparisons for 2023 (COOMET P2/2023), approaches to the organization of comparisons for CEEMS (taking into account the results of the survey in terms of the CEEMS needs and proposals of other COOMET member countries). The participants supported the draft COOMET Development Program for 2023-2025, which will be submitted to the Committee for approval in May 2023.

The appropriateness of preparation of primary reference measurement procedures and reference measurement procedures, organization of translation of JCTLM documents (in terms of reference measurement procedures) and calibration guides (EURAMET and PTB/DKD) that are of interest for COOMET member countries were discussed at the meeting.

Particular emphasis was placed on filling the COOMET sector on the BIPM e-learning platform with training courses by the types of measurements.

According to the proposals of TC 1.12 "Reference Materials", JCMS members endorsed updated recommendation CООМЕТ R/RM/4 "Procedure of Joint Development, Recognition and Registration of Reference Materials within COOMET" (prepared in view of a new concept on legitimization of COOMET CRMs) – this publication will be submitted to the 34^th COOMET Committee for approval (May 2023).

Given the discussion of problematic issues of TC 1.1 – TC 1.12 activities at two JCMS meetings in 2023, no detailed discussion of annual reports of technical committees took place – it was agreed that they will be reviewed by JCMS members by email correspondence and submitted to the COOMET Committee in May 2023.

Due to the expiration of the term of office of the current JCMS Chair (Anna Chunovkina, Russia), a new Chair was elected – the candidature of Nikita Zviagin (VNIIM, Russia) was supported by the majority of votes; the voting results will further be submitted for approval at the 34^th COOMET Committee meeting.
