The 15th meeting of TC 1.11 "Time and Frequency" was held on January 19, 2023 online. The meeting was attended by specialists from 8 COOMET member countries.

At the meeting, the results of the activities of TC 1.11 in 2022 and the work plan for 2023 were discussed.

The progress of the implementation of COOMET comparisons was discussed under COOMET project 398/RU-а/07 "Key comparisons of national time and frequency standards with RF UTC(SU) scale" (CCTF-K001.UTC) and project 605/RU/13 "Comparison of NTP time scales -servers using the INTERNET network".

A new project for supplementary comparisons between the laboratories of Uzbekistan and Turkey has been approved, the pilot is TUBITAK UME.

The process of intraregional and interregional review of CMC entries in the field of time and frequency under the implementation of the CIPM MRA was discussed. TC 1.11 members were requested to update the lists of technical experts and candidates for technical experts on CMC review and peer review of the QMS of COOMET NMIs/DIs in the area of responsibility of TC 1.11.

The meeting participants discussed the possibilities of providing assistance to CEEMS, conducting training events, as well as creating a training course on time and frequency measurements based on the BIPM e-learning platform.

Election of the Chair of TC 1.11 was held. I. Norets, Head of department, scientist custodian of the national standard of time and frequency of the Russian Federation (FGUP VNIIFTRI), was unanimously elected as the new Chair of TC 1.11 – his candidacy will be submitted to the COOMET Committee for approval in June 2023.

Representatives of each country presented short reports on the current state of metrological activities in the field of time and frequency measurement in COOMET countries.

During the meeting, a seminar was held on the topic “National time scales, calibration of comparison tools”.

The next TC 1.11 meeting is scheduled for October 2023.
