22.09.2022: 22nd online meeting of Joint Committee for Measurement Standards


The 22nd online meeting of the COOMET Joint Committee for Measurement Standards (JCMS) was held on 22 September 2022, at which Chairs of COOMET Technical Committees by the types of measurements or their representatives and COOMET Secretariat took part.
Ongoing issues of the CIPM MRA implementation in terms of review of CMC entries and conduct of comparisons were discussed at the meeting, along with associated difficulties related to the current geopolitical situation.
Particular attention was given to the problem of completing a number of comparisons owing to the fact that neither pilot of the comparisons, nor Chair of the coordinating TC can oftentimes receive a reply from the comparison participants over a long period of time (concerning carrying out of measurements or submission of the measurement results in accordance with the technical report, agreeing on the report on comparisons etc.). It was noted that each situation required specific analysis, and it was difficult to propose a common approach to its resolution. Each comparison project will be further discussed at TC 1.2 – TC .11 meetings or by correspondence.
JCMS applied to the Presidential Council for the preparation of a formal decision of the Council on the algorithms of actions for completing long-lasting COOMET comparisons and for bringing it to the attention of the participants of cooperation.
Special attention was paid to discussing a situation on the organization of measurement standards comparisons with the accuracy levels required for countries with emerging metrology systems (CEEMS), inter alia taking into account the preferences of the NMIs of those countries identified in the dedicated survey in 2022. The proposals received from CEEMS in terms of comparisons and measurement standards calibration, as well as training events will be further elaborated within TC 1.2 – TC 1.11 by the end of 2022.
JCMS noted the lack of a sufficient number of proposals from TCs to draw up a COOMET plan for preparation of model calibration procedures for measuring instruments groups. The meeting participants agreed that in revising recommendation CООМЕТ R/GM/31:2016 "Calibration techniques. General requirements" (the term of the work is years 2023-2024) the procedure for the preparation of a technique, its structure and content of its sections should be described in details, as well as the process of technique validation in a calibration laboratory. It was also agreed that in planning comparisons it is appropriate to request the pilot to draw up a comparison report in more detail including preparatory stages for measurements, measurements, data processing etc.
JCMS recommended to the COOMET Committee to approve a new membership of the Appeal Board on comparisons of national measurement standards and CMC data review from the representatives of Kazakhstan, Georgia and Russia.
The issues of organization of COOMET training events in 2022-2023 were discussed, in view of CEEMS needs, alongside with the capabilities of the BIPM e-platform (https://e-learning.bipm.org) in terms of publishing COOMET training courses. TC 1.1 – TC 1.12 were requested to prepare such courses on the types of measurements assigned to TCs.
It was agreed to discuss the appropriateness of preparing primary reference measurement procedures and reference measurement procedures at TC 1.1- TC 1.12 meetings in 2022. TC 1.8 and TC 1.12 were requested to consider at their meetings the possibility of starting COOMET projects on the translation of JCTLM documents in terms of reference measurement procedures with the subsequent publication of the materials on the COOMET information resources (subject to obtaining consent for the translations publication).
JCMS endorsed the proposals of TC 1.12 "Reference Materials" on recognizing RMs as COOMET CRMs, including them in the Register of COOMER CRMs und updating the Register.
