23.05.2023: 34th COOMET Committee meeting (Working Session)

On 23 May 2023 the Working session of the 34th COOMET Committee meeting took place, where COOMET Committee members or their official representatives from 16 countries (Azerbaijan, Armenia, Belarus, Bosnia and Herzegovina, Germany, Georgia, Kazakhstan, China, Cuba, Kyrgyzstan, Moldova, Russia, Slovakia, Tajikistan, Turkey, Uzbekistan) participated.

The meeting was held in a hybrid format (Astana, Kazakhstan, & online).

 

Based on the discussion of actions to improve the work of COOMET, the following resolutions were adopted:

  • a new Strategic Task H "Digital Transformation in Metrology" was approved, and the name of Strategic Task F ("Conduct of research in the field of metrology") was refined;
  • the name of TC 5 ("Prospective Research Areas") was changed;
  • program COOMET P1/2023 "COOMET Development Program for 2023-2025" was approved;
  • updated documents COOMET D5.1/2023 "Regulation on the COOMET Joint Committee for Measurement Standards (JCMS)" and COOMET D7/2023 "Regulation on Awarding the Distinguished Title "Honorary Metrologist of COOMET" (replacing COOMET D7/2019) were approved;
  • the candidature of the COOMET Committee member from Kazakhstan Gabit Mukhambetov was endorsed for the Vice-President, responsible for cooperation with CEEMS.

 

The COOMET Committee took note of the decision of the COOMET member - Ministry of the Economy and Innovation of the Republic of Lithuania as the legal successor of the signatory to the COOMET Memorandum of Understanding in 1995 (Lithuanian State Standardization Office) - about the termination of participation in COOMET activities from 05.07.2023, as well as the decision of the COOMET member - the Ministry of Economy of Ukraine, as the legal successor of the signatory to the COOMET Memorandum of Understanding in 1992 (State Committee of Ukraine on Standardization, Metrology and Certification (Gosstandart of Ukraine) - about the termination of participation in COOMET activities from 19.10.2023.

 

The terms of office of the current Chairs of TC 1.1 "General Metrology" (Anna Chunovkina, VNIIM, Russia) and TC 1.9 "Ionizing Radiation and Radioactivity" (Nikolay Moiseev, VNIIM, Russia) were extended for 4 years.

New Chairs of the Joint Committee for Measurement Standards (Nikita Zviagin, VNIIM, Russia), TC 1.2 "Acoustics, Ultrasound, Vibration" (Aleksandr Isaev, VNIIFTRI, Russia), TC 1.6 "Mass and Related Quantities" and SC 1.6.2 "Force" (Ilya Shmigelskiy, VNIIM, Russia), TC 1.11 "Time and Frequency" (Igor Norets, VNIIFTRI, Russia), TC 2 "Legal Metrology" (Marat Yunusov, UzNIM, Uzbkistan), TC 3.1 "Quality Forum Technical Committee" (Dina Chepurnaya, VNIIFTRI, Russia), SC 1.6.1 "Mass" (Viktoriya Bogdanova, VNIIM, Russia), SC 4.2 "COOMET Information Resources" (Ilya Krasavin, VNIIMS, Russia) were appointed.



A new membership of the COOMET Appeal Board on comparisons of national measurement standards and CMC review was approved (Chair - Lazizbek Saidoripov (UzNIM, Uzbekistan); members - Anna Chunovkina (VNIIM, Russia) and Bauyrzhan Mukhamedzhanov (KazStandard, Kazakhstan).



The following specialists of the organizations of COOMET member countries were given the distinguished title "Honorary Metrologist of COOMET" for their considerable personal contribution to the work and activities of COOMET: Garik Martirosyan (Armenia); Tamilla Shabiyeva (Azerbaijan); Vadim Popko (Belarus); Meirtas Zhamanbalin (Kazakhstan); Ulan Moldaganapov (Kazakhstan); Gulzhan Tleshova (Kazakhstan); Konstantin Chekirda (Russia).



According to the results of the closed secret ballot, held among the COOMET Committee members or their official representatives according to COOMET D1/2022 "Memorandum of Understanding", section 5, Gabit Mukhambetov (KazStandard, Kazakhstan) was elected a new COOMET President (he will take office in May 2024).
