24.09.2020: 30th online COOMET Committee meeting

30th online COOMET Committee meeting was held on 24 September 2020 on Zoom platform.

 

COOMET Committee members or their official representatives from 17 countries (Azerbaijan, Armenia, Belarus, Bosnia and Herzegovina, Germany, Georgia, Kazakhstan, China, Kyrgyzstan, Lithuania, Moldova, Russia, Slovakia, Tajikistan, Turkey, Uzbekistan, Ukraine) took part in the event.

 

Based on the discussion of the events to improve the work of COOMET the following resolutions and actions were adopted:

  • Mission and Vision of COOMET were approved;
  • COOMET Strategy for 2020-2025 and Roadmap for its implementation were approved;
  • COOMET Development Program for 2020-2022 (P1/2020) was approved;
  • COOMET Secretariat was requested to prepare proposals on refining the COOMET Rules of Procedure in terms of establishing the possibility of holding COOMET events online (including description of the procedure for voting on agenda items) and the algorithm for making decisions on behalf of COOMET Committee based on the results of electronic voting;
  • new membership of the COOMET Appeal Board for comparisons of national measurement standards and CMC review was approved, consisting of: Chair of the Appeal Board: Mr. S.Golubev (Russian Federation), COOMET Vice-President, and Appeal Board members - Mrs. Manana Gelovani (Georgia) and Mr. Aleksandr Kostrikov (Ukraine);
  • membership of COOMET Quality Forum was approved.

COOMET Committee members decided to extend the term of office of the current COOMET President Mr. Valery Hurevich (Belarus) for the period from April 2021 to April 2024 (according to section 5, paragraph 2 of the COOMET Memorandum of Understanding).

 

Preliminary results of the questionnaire among COOMET Committee members on selecting countries, where a legal entity for the needs of COOMET can be registered, were discussed at the meeting; the survey will continue and the WG for Strategy will then hold a special discussion of the issue of selecting possible countries to host a legal entity for the needs of COOMET and will evaluate legal and organizational issues related to the registration of a legal entity for the selected countries (involving lawyers), as well as discuss further actions for a possible solution to task 1.2.3 "Formation of proposals for the organizational and legal form of COOMET; including funding mechanisms".

The Final report and Roadmap with proposals on implementation of tasks of the WG for Strategy will be completed by October 2021 in order to discuss the results at the COOMET Committee meeting in 2022 and to make a decision on the appropriateness of changing the institutional status of COOMET.

 

COOMET Committee approved the COOMET Roadmap for implementation of resolutions, related to the redefinition of the SI base units; the content of the approved Roadmap is expected to be updated as required, but at least once every six months.

 

During the COOMET Committee meeting the issues of the CIPM MRA implementation were considered (in terms of CMC review, comparisons of national measurement standards, peer review of quality management systems (QMS) of national metrology institutes (NMIs) and designated institutes (DI) of COOMET member countries etc.).

In view of the approval by the JCRB of revised CIPM MRA documents P-XX and G-XX (prepared based on the revision of the CIPM MRA) the following COOMET publications will be updated in 2020-2021:

  • CООМЕТ Recommendation R/GM/7:2014 "Procedure of performing an internal review of COOMET NMIs calibration and measurement capabilities (CMCs), and an interregional review of NMIs of other regional metrology organizations";
  • CООМЕТ Recommendation R/GM/11:2017 "Regulations for Comparison of Measurement Standards from the National Metrology Institutes of COOMET";
  • CООМЕТ Recommendation R/GM/12:2015 "Rules of Maintaining of Foregoing COOMET Program of Comparisons".

 

COOMET Committee requested the Chair of the Joint Committee for Measurement Standards and the Chairs of TC 1.2 –TC 1.11 to organize analysis of the status of works on COOMET comparisons, lasting more than 5 years. Information on this issue and on expected corrective actions will be sent to the JCRB in February 2021.

COOMET Committee requested all COOMET Committee members and Heads of COOMET NMIs/DIs to assist to the maximum possible extent in carrying out international comparisons and completing COOMET piloted comparisons (especially those, which started more than 5 years ago).

 

An updated document "Policy and Plan of TC 3.1 "Quality Forum Technical Committee" related to the transition to ISO 17034:2016 and ISO/IEC 17025:2017 for peer reviews of QMS of COOMET NMIs and DIs" was adopted (in view of the JCRB resolution on changing the transition period to ISO/IEC 17025:2017), the schedule of peer reviews of QMS of COOMET NMIs/DIs in 2020-2021 was discussed and the list of COOMET auditors on peer reviews of QMS of COOMET NMIs/DIs was approved.

 

During the COOMET Committee meeting the issues of cooperation in the field of legal metrology, information and training of metrologists were considered. Information about the current state of the Work Program of TC2 "Legal Metrology" for 2019-2020 and Work Program of TC4 "Information and Training" for 2018-2020 was presented to the participants.

It was decided to resume discussion of the Terms of Reference for the creation of a new unified information resource of COOMET within the WG-Web.

 

COOMET Committee approved two types of certified reference materials (CRMs) as COOMET CRMs. Information about the current state of the Program of joint CRM development within COOMET and of the Register of CRM for composition and properties of substances and materials was presented to the participants (taking into account resolutions of the 25th TC1.12 meeting).

 

COOMET Committee adopted the following updated COOMET publications:

  • COOMET Recommendation R/GM/15:2020 "Rules of Completion of the Form of Calibration Certificates issued by National Metrology Institutes and Designated Institutes within the scope of the CIPM MRA" (replacing CООМЕТ R/GM/15:2007);
  • COOMET Recommendation R/RM/22:2020 "Form and content of COOMET Certificate for Reference Materials for Composition and Properties of Substances and Materials" (replacing CООМЕТ R/RM/22:2013);
  • COOMET Program P5/2020 "Program of joint CRM development within COOMET" (replacing COOMET P5/2019);
  • CООМЕТ Information material I/RM/2:2020 "Register of Certified Reference Materials of Composition and Properties of Substances and Materials Developed within COOMET" (replacing CООМЕТ I/RM/2:2019).

For the considerable personal contribution to the work and activities of COOMET the distinguished title "Honorary Metrologist of COOMET" was given to the following experts of the organizations  of COOMET member countries: Mr. Vladimir MAKAREVICH (Belarus); Mr. Stefan KŰCK (Germany); Mr. Nurgazy BOTOEV (Kyrgyzstan); Mr. Sergey KOMISSAROV (Russian Federation); Mrs. Yuliya BUNYAYEVA (Ukraine). The solemn awarding with breastplates will be arranged at the next meeting of COOMET Committee in 2021.

 

The next COOMET Committee meeting will be held from 15 to 17 June 2021 jointly with the Joint Committee for Measurement Standards meeting and seminar "30 years to COOMET".

The venue will be agreed in due course until the end of year 2020.
