25.11.2020: 26th online COOMET Presidential Council meeting





The 26th meeting of COOMET Presidential Council was held online on Zoom platform on 25 November 2020. Members of Presidential Council, Chair of COOMET Joint Committee for Measurement Standards and representatives of national COOMET secretariats in Germany, Russia and Ukraine took part in the meeting.
The following main outcomes of the meeting should be noted:
- COOMET Program of comparisons for 2021 (as of 25 November 2020) was adopted and signed by COOMET President.
- Proposals of Quality Forum were discussed and endorsed as to holding of peer reviews of QMS of COOMET NMIs/DIs in 2021 in the situation of the pandemic: it was agreed that TC 3.1 would prepare a draft temporary Procedure for peer reviews of QMS of COOMET NMIs/DIs in the situation of the pandemic, providing for remote assessment of QMS by auditors and technical experts of COOMET and analysis of its results online (in-person visits of reviewed institutes will be arranged in 2021 if possible), subject to an obligation to conduct peer reviews of COOMET NMIs/DIs in the conventional format when the pandemic is over (a tentative deadline is no later than year 2022). Presidential Council requested the Directors of COOMET NMIs/DIs to provide maximum assistance in holding remote assessment of QMS of their NMIs and DIs and in the participation of experts of their NMIs/DIs in peer reviews of other COOMET NMIs/DIs as auditors and technical experts.
- Decision on the creation of a joint working group for digitalization within COOMET was approved, and the proposal on the exclusion of SC 2.1 “Harmonization of Regulations and Norms in Legal Metrology” from the structure of TC2 “Legal Metrology” (with the transfer of its tasks and functions to TC2 as a whole) and of all subcommittees from the structure of TC 1.5 “Length and Angle” (with the transfer of its tasks and functions to TC 1.5 as a whole) was endorsed – these proposals will be submitted for approval at the 31st COOMET Committee meeting.
- Proposal on the appropriateness of developing such fields of cooperation within TC2 as "Medical devices" and "Legislation and conformity assessment" was endorsed – at the next TC2 meeting discussion of the issue of a new organizational structure of TC2 will be completed.
- Draft COOMET Program P3/2021 "Work Program of TC 2 "Legal metrology" for 2021-2023" and draft Information material CООМЕТ I/GM/_:202_ "On carrying out remote calibrations of measurement standards of COOMET NMIs" were approved – these publications will be submitted for approval at the 31st COOMET Committee meeting.
- Activities on the implementation of task F of the COOMET Strategy for 2020-2025 were discussed and approved in view of the indicators of the Roadmap (in terms of conducting a survey for the assessment of the interest of NMIs/DIs of COOMET member countries in innovative scientific projects and preparation of a table of metrological fields of NMIs/DIs of COOMET member countries, in which these NMIs/DIs are active).
- An updated Plan for training activities of COOMET for 2021 was adopted, which will be further submitted for approval to COOMET Committee members and Chairs of COOMET structural bodies.
- Membership of the Scientific Committee of the IX International competition "The Best Young Metrologist of COOMET" (April 2021) was approved.
The issues about the activities of COOMET structural bodies were considered, inter alia in terms of implementation of the CIPM MRA (review of CMCs, comparisons of national measurement standards, peer reviews of quality management systems of COOMET NMIs and DIs etc.), legal metrology, information and training. Presidential Council members addressed the issues of appointing or extending the terms of office of the Chairs of some Technical Committees and Subcommittees, as well as applications for giving the distinguished title “Honorary Metrologist of COOMET”.
The issue concerning the preparation for the 31st COOMET Committee meeting and seminar "30 years to COOMET" (15-17 June 2021) was discussed, including preparation of the anniversary booklet and the thematic issue of the journal “Measurement Techniques”.
Holding of the next COOMET Presidential Council meeting is scheduled for the first week of March 2021 in the online format.
