Introduction to WELMEC Documents on Prepackages

The Working Party of the WELMEC has prepared a number of documents to assist the competent authorities, packers and importers in complying with the Directives relating to ‘e’-marked prepackages, mandatory nominal quantities, drained weight and other allied requirements.

This document provides an overview of all the documents in this series and also contains contact points in each Member State for ‘e’-marked prepackages.

WELMEC 6.1 Issue 2 (2019)

Definitions of Terms. Application of Directives 75/106/EEC and 76/211/EEC Concerning The Marking and Quantity Control of E-Marked Prepackages. Definitions of Terms.

This guide has been developed with the aim of unifying the terms associated with the prepackaging of goods.

The guide contains a number of definitions in the field of prepackaging and covers all types of products in prepackaging goods that comply with the legislation on e-marking.

Guidance for the Harmonised Implementation of Council Directive 76/211/EEC as Amended.

This document is a recommendation for the harmonized implementation of Directive 76/211/EEC concerning the labeling and quantity control of e-marked prepackaged products.

Guide for Packers and Importers of ℮-Marked Prepacked Products.

This document is part of a series of documents published by WELMEC, which are primarily intended to provide guidance to all those concerned with the application of Directives 76/211/EEC and 2007/45/EC for prepacked products.

This guide serves as manual for packers using the e-mark who want to have their procedures recognized in connection with the e-marking regulations, or who want to modify procedures that have already been recognized.

The guide has been developed for inspectors to use in all EU countries in order to solve problems related to trade in prepackaged goods between EU countries.

Guidance for Market Control on Prepackages For Competent Departments

This guide is intended to cover market control of e-marked products. The guide may also be used for non-e-marked products that (based on national legislation) should comply with the same requirements.

The guide is intended for those who prepare, organize and carry out market control functions, which is a type of metrological supervision that is directed to pre-packages, which are placed on the market, or are intended to be placed on the market.

Drained Weight Guide on the Verification of Drained Weight, Drained Washed Weight and Deglazed Weight

This guide covers all products in prepackages where there is a requirement to indicate the drained weight of solid foodstuffs, presented in a liquid medium within the meaning of European Food Information Regulation.

This guidance sets out requirements, sampling plans and test procedures for the verification of drained weights, drained washed weights and drained deglazed weight.

Guidance and Information on Units of Weight or Volume Used on Prepackages

This document gives guidance on what ‘liquid’ products are and indicates appropriate density measurement techniques for both packers and Competent Departments. It also gives information in the Annex on national requirements and trade practices that exist for liquid and non-liquid products, by indicating the use of different units of measurement for particular prepacked product groups in the various Member States.
